An Oder From The Mayor of the Town of Carrollton Declaring a State of Emergency and Ordering Social Distancing

WHEREAS, on December 31st, 2019, Chinese Health Officials informed the World Health Organization of a cluster of pneumonia patients whose disease was of unknown etiology; and
WHEREAS, on January 7, 2020, Chinese Health Officials identified a new type of coronavirus, identified as SARS-CoV-2 which causes the illness COVID-19; and
WHEREAS, on January 30, 2020, the World Health Organization declared a “Public Health Emergency of Global Concern” in reference to COVID-19; and
WHEREAS, on March 11, 2020, the World Health Organization declared the outbreak of COVID-19 a “Global Pandemic”; and
WHEREAS, on March 13, 2020, the US declared a “National Emergency” in response to COVID-19 with Missouri Gov. Parson declaring a “State of Emergency” for the entire State; and
WHEREAS, the Center for Disease Control reported on March 20, 2020, over 15,000 confirmed cases of COVID-19 existed within the US, with 106 cases within the State of Missouri, resulting in 200 deaths nationwide; and
WHEREAS, the Director of the Department of Health and Senior Services for the State of Missouri, when finding it necessary to protect public health and prevent the further spread of COVID-19, pursuant to the authority granted under §192.020, RSMo., may issue orders including social distancing; and
WHEREAS, Missouri Gov. Parson order said Director to issue such order on March 21, 2020, and such order was in fact issued; and
WHEREAS, on March 23, 2020, the County Commission for Carroll County will issue a Declaration of Emergency for said county; and
NOW, THEREFORE, I, Mayor Scott Bartlett, with the support of the City Council, hereby order the following in accordance with the guidelines from the President of the United States, the Centers of Disease Control and Prevention, and upon the order of the Missouri Governor and Director of the Department of Heath and Senior Services:
The Town of Carrollton is hereby considered in a “State of Emergency.”
Every person in the Town of Carrollton shall avoid social gatherings of more than ten (10) people. For purposes of this Order, “social gatherings” shall mean any planned or spontaneous event or convening that would bring together more than ten (10) people in a single space at the same time.
Every person in the Town of Carrollton shall avoid eating or drinking at restaurants, bars, or food courts; provided, however, that the use of drive-thru, pickup, or delivery options is allowed throughout the duration of this Order.
No Person shall visit nursing homes, long-term care facilities, retirement homes, assisted living homes, or hospitals in the Town of Carrollton unless to provide critical assistance to patients or to seek medical treatment.
All schools in the Town of Carrollton shall remain closed. This Order does not prohibit schools from providing childcare and Food and Nutritional Services for those children that qualify. Teachers and staff may enter the building as long as they follow the directives set forth in this Order.
This Order does not prohibit people from patronizing a variety of places, including grocery stores, gas stations, parks, and banks, so long as necessary precautions are taken and maintained to reduce the transmission of COVID-19, including maintaining at least six feet (6’) of distance between all individuals that are not family members.
For offices and workplaces that remain open, individuals shall practice good hygiene and, where feasible, work from home in order to achieve optimum isolation from COVID-19. First responders agencies, healthcare establishments, childcare facilities, medical pharmacies and other essential occupations, as approved by the Mayor of the Town of Carrollton or the Governor for the State of Missouri, are considered exempt.
City employees will continue to work to support our community but will do so while taking all precautions to reduce their exposure to COVID-19. This means that effective immediately, City Hall will close its door to in-person access, however, employees will still be working.
