ORDER No. 2020-02

AN ODER FROM THE MAYOR OF THE TOWN OF CARROLLTON ORDERING SOCIAL ISOLATION

IN COMPLIANCE WITH CARROLL COUNTY ORDER 02-2020

March 31, 2020

WHEREAS, on March 23, 2020, the County Commission for Carroll County issued a Declaration of Emergency for said county; and

WHEREAS, on March 23, 2020, the Mayor of the Town of Carroliton issued an order Declaring a State of Emergency for the Town of Carroilton and Ordered Social Distancing; and

WHEREAS, the Proclamation declaring a State of Emergency currently in effect authorizes the Presiding Commissioner to take all necessary action to protect Carroll County residents, including those residing in the Town of Carroliton; and

WHEREAS, numerous cases of COVID- 19 illness, including a fatality and evidence of community transmission, have been identified in jurisdictions bordering Carroll County; and

WHEREAS, the COVID-19 virus spreads between people who are in close contact with one another through respiratory droplets produced by infected person; and

WHEREAS, a gathering of individuals without necessaly mitigation for the spread of infection may pose a risk of the spread of infectious disease; and

WHEREAS, the County wishes to employ all means available under the law to protect public life, health, safety and property and to limit the development, contraction and spread of COVID- 19 creating this emergency; and

WHEREAS, the County Commission for Carroll County issued Court Order 02-2020 on March 31, 2020, ordering certain restrictions for Carroll County residents, including citizens of the Town of Carroliton; and

WHEREAS, the Carroll County Health Department does endorse, support and are actively participating in Carroll County Court Order 02-2020; and

NOW, THEREFORE, I, Mayor Scott Bartlett, hereby order the following in accordance with the County Commission for Carroll County and the Local Health Official of Carroll

County:

1. All public and private intentional gatherings of any number of people occurring outside a single household or living unit are prohibited.

2. Any intentional gathering of more than (10) people in a single space or room is prohibited.

3. Nothing in this Order prohibits the gathering of members of a household or residence of individuals who reside in such residence.

4. All places of public amusement, whether indoors or outdoors, including but not limited to, locations with amusement rides, carnivals, amusement parks, water parks, roller skating rinks, or skate parks, museums, arcades, fairs, children’s play centers, playgrounds (including children’s play structures in public or private parks), country clubs, golf clubs (with the narrow exceptions of playing golf where there is no shared equipment and Social Distancing Requirements are strictly followed and enforced), social clubs and athletic clubs shall be closed to the public.

5. All public parks and open outdoor recreation areas will to remain open, pursuant that section 1 of this order is followed by persons in such areas. Because playgrounds equipment may increase the spread of COVID-19, all playgrounds shall be closed with appropriate notices posted.

IT IS FURTHER ORDERED, that a violation or failure to comply with this Order will be considered a Class A misdemeanor punishable by up to one-year in jail, up to a $1,000 fine, or both such jail time and fine as punishable by § 192.320, RSMo.

ADDITIONALLY, IT IS ORDERED, that this Order will take effect March 31, 2020 at 9:00 am, and remain in effect until April 30, 2020 at 11:59 pm.
